php file doesn't work properly

hi, guys!
my php file can't be read unless i change it to html format.
i'd like to use my files for the site and don't understand how to create a folder in the directory.
it is situated in the same place is index.html is.
my website uses different coding languages such as javascript, php, py.
what should i need to do with the server?
i desire to run all my files whether they have php extension or not.
