Is the listening error on the console or on the server itself?

Well if you have a router, open port 80. If not then your ISP might block port 80. Change it to a different one and try again.

Also check your firewall is allowing incoming/outgoing connections.

Without seeing httpd.conf I couldn't help you too much, but unless you have a specific need not to, set listen to *:1011. But that's unrelated to your problem, really.

If your ISP changed your IP then it isnt static, its dynamic. You dont need to change abyss at all to use the new IP, you just use it as normal.

Mine is dynamic and I had the same one for 10 months once. I am guessing you have cable and that you never turn off the modem? I do the same but as I run a server turning it off would be pointless anyway.

Use no-ip.com or dyndns.org if you are going to run a server to automatically update the IP.

I think those sorts of IP address are refereed to as Sticky. They are supposed to be dynamic, but through keeping the modem (and router) on all the time may result in the IP remaining the same.

Define "update IP".
If you mean get a domain that changes with your IP (The only way, I would say.), try no-ip.com or dyndns.org's services.
