I think (am not sure) you can apply a read only attribute to your folder and tell people in order to run this program you *must* run it from its location... I am not sure if this is the exact way so it is more of an idea than an answer, I hope it helps :)

What do you mean by executing the .exe file? On the server or after people download it on their computer?
