Old system was Win2K, new (well, backup) system is Win98SE. I have setup identical drive/directory structures to the original system and copied over the Abyss files, also in identical location. After the first failure, I tried re-installing Abyss from the install program (just in case a registry issue), but no good. I continue to get error 403, from both localhost and other computers. No trouble accessing the consol. Being 98, I can't imagine a permissions issue.
There is an index.html and directory index is on. Is there something I'm missing? Any suggestions?
Thank you.

Make sure you add all CGI Interpreters/directories to the new paths on your
system , this is all I can recommend since its hard to tell whats causing this. |

Abyss doesn't use the registry. All the configuration is stored in abyss.conf. We recommend checking the paths in the configuration. Try also flushing the cache of your browser to get the pages from the server and not from the cache.
If the problem persists, please send us your abyss.conf to support@aprelium.com . |

Well, thank you for that advice, since I did forget to set PHP back up correctly, but that doesn't appear to be the problem. I disabled CGI interpreting in Abyss, restarted the server, and am still getting error 403. (and yes, I verified both by clearing the cache and checking access.log to see what was served).

Update... I finally got it...
There's a difference in the way Win2K and Win98 interpret paths. It was as simple as the root path definition!!!!
In Win2K, it was set up:
ServerRoot D:\
Path pub
In Win98, it has to be:
ServerRoot D:\
Path D:\pub
I remember when I set up Win2K, I could not define the drive name in the path, it would fail... I guess with Win98, it's exactly the opposite.
Thank you both for your suggestions. They helped me to have an idea of where to fiddle! Now I just have to get PHP working again... (or deal without NOCC). I post this in hope that others may learn from my mistakes. Have an excellent day!
