phpmyadmin install problem (user Reg)

ok i was configuring my phpmyadmin when and i made it to this part:

Next click
on Privilages and delete all users as seen in this screenshot. Click on Go to delete , Continue!


then i seen that the users have been successfully deleted. when i followed the next step:

Go back to Privilages and click Add a new User. Continue!


i ended up with a blank screen with a error message in it that read:

phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in config.inc.php and make sure that they correspond to the information given by the administrator of the MySQL server.

Error

MySQL said:


#1130 - Host 'localhost' is not allowed to connect to this MySQL server


I have done this before and never had this problem? i checked the config.inc.php and i am pretty sure it is correct.

Ive had a problem similar to this i sometimes got 192.168.1.1 is not allowed to access MySQL. You have to give permision to everyone under Host and change to Any Host

where do i do this at ... i looked around mysql, but cant figure out where i give these permisions...

or do i need to reinstal mysql completely and go from there

I went into the folder: phpmyadmin

and opened: config.inc.php with notepad and deleted the user name i had put in and the password.

this allowed phpmyadmin to run and at the top it says:

MySQL 4.0.20a-nt running on localhost as ODBC@localhost


it also says under MY SQL :

Quote:
No Privileges


and it wont allow me to create a new one?

where it says create new , it is just not a link it is just there?

i went thru and deleted everything and started from scratch. instead of deleting all in myphpadmin installation first , i added new user under priveliges first and then deleted the rest.....

seems that i was successful.....
