How would you achive the same effect that the htaccess file from herehttp://techfocus.org/files/htaccess.zip that would do the same thing and block and notify the RIAA/MPAA and friends that they are not welcome.

Yes, you are going to use the Access control provided in the Abyss beta version. Get it in the last category on the forum.
