You don´t, there are 13 servers in the world who take care of that, you have to pay, domain registery.. too bad right 8)
what you cán do is go to dot.tk and request a domain which you redirect to http://yourip

Please read http://www.aprelium.com/abyssws/faq.html#A1-4 . There a lot of tips there about how to get a DNS name for free (a second level name, first level names aren't free.)

Correction: there are, http://www.dot.tk free .tk name :) top-level

hmm, you got a point there :D but still, dot.tk provides god services, too bad there are too many domain names and the service is getting slow :(
