You can say whether you have installed an SMTP server, have it working correctly, and have configured it to be used by phpBB, or whether you are trying to use your ISPs servers... |

Then you won't get very far sending mail out without configuring either a local SMTP server or setting it up to use your ISPs servers...

Remember that Windows does not have a built-in mail function (sendmail). You will need to get a third-party one; or use an SMTP server. (Try this one).
