I have a broadband connection and i dont know if i have an static or dymanic ip i am asumming if i using a static already am i? i dont know

If it changes each time you connect to the internet its dynamic, if it never changes, its static.

No, the ISP determines if your IP is static or not, not the router.

If you are using a router there is virtually no point to an online port scanning tool. The only ports open on your router should be the ports you have opened. An online scanner will not scan PCs on your LAN behind a router.

Access the routers console and find 'Port Forwarding' or 'Gaming/Application Settings' or similar, and open Port 80 to your server LAN IP Address.
