console wont show!

Hi!
.... sorry my poor english
I install abyss first time today I always have been use apache before this.
my first problem is this:
how I get console work?
when I try open console and webpage says something like this
(It´s finnish language but I try translate!)
Error
request url address cant get
when trying get url address: http://127.0.0.1:9999
occurred following error
. connection failed
system return error:
(111) Connection refused
target server or network maybe down. try again.

address 127.0.0.1 says same error but when I wrote localhost in address bar
It works fine same thing happens when I wrote my own web address it works too.
whats wrong......?? Please help me!
Only windows firewall detected I try disabled it also but it wont work either

If localhost works, use http://localhost:9999 instead of http://127.0.0.1:9999 .

I try that too. It´s not work either.
It says page cannot displayed
I also try another ports but those wont work.
I install apache server but it makes same thing in that.
I recently change my isp could it block those ports?
I dont think that is reason in my problem because
server maintenance is allowed.
I always thought localhost is same thing that 127.0.0.1

Th problem is not with the web server you're using by with your browser configuration or your network configuration.
Please try to disable proxy usage for localhost and 127.0.0.1 and retry. If you don't know how to do so, please contact support@aprelium.com .

Problem was in internet explorer netscape works fine!!
