How to make your own domain name?

Hi, I am new to this. Infact, I just started. Anyway, I would like to know:

-how to veiw my website? (I used microsoft office publisher and saved the index.html in the htdocs)
-how to make my own domain name? (no idea on how to even make a domain.)
-How do I make sure I am using my LAN ip? (instead of 127.0.0.1)

By the way, I am using Windows XP.

I am a complete novice into hosting own website.. hope you can help me.

http://www.dot.tk <---- Gives one ad, can be disabled. You may want to use this one, it has e-mail forwarding, like you@website.tk

No problem, I always hated it when people would post SPAM like "use google" or "search" it just pissed me off, you know, thinking you had a answer to a question and all you get is spam.
