Site creator... Where can I find one?

I've tried TONS of different website creaters but they are n00by style ones not what I'm looking for. Is there any creator which is MS Frontpage style (And supports Windows 98se)? I have Frontpage but it only works with XP (which I have but uninstalled because it sucks).

I hope someone can answer >_< :).

You didn't say what programs you've already tried, but I can suggest you give Nvu a try - it's a WYSIWYG html editor, like FrontPage or Dreamweaver. Nvu is an open source project, based on Mozilla Composer, and it's free.

if you consider it, try, learning HTMl /XHTML, and CSS and doing it all manually from a txt file. or.. yea, that.. or go in a way of DESIGNING, i.e Photoshop(600$)
and Image Ready (For image slicing the design, and making internet ready (included with photoshop)
