i can't see the site from another pc with the external IP.... and i'm not using a router |

Do you have a firewall?
Sometimes isps block port 80. You can try a different port. |

Some ISPs are known to block incoming traffic on some ports such as port 80 (default web port). Please ask your ISP about that restriction. If it is the case, configure your web server to use another web port (for example 8000 or 8080.)
Did you try a different port? You can use a different port.

If they are not the same your isp has put you behind a firewall/router thingy and people are not going to be able to get to your site. :( :( |

What IP's have you got back from the Aprelium checker and the batch files ?
What modem were you given by Tiscali/are you using ? |
