Is there a way to block an IP or IP range from accessing the web server at all?

Not with Abyss. Maybe you could script it but it'd be easier to use a free personal firewall like Kerio with decent configuration options. Don't think ZoneAlarm free gives enough control to do this but I haven't used it for a while.
