That means that when you host files using Abyss Web Server, download programs can stop, pause, and restart downloading a file at any position. Some other servers do not offer that feature: download managers needs to restart from zero a download each time they stop it.

| yes they would be able to access your file as long as you aren't behind a firewall that blocks them. |
