I think you're referring to CMS portals. (Content Management Systems)
 
They are pre-made PHP websites with loads of add-ons, such as forums,
 
 news, chatboxes, etc.
 
 
There are several popular portals, including PHP-Nuke, Postnuke, Mambo, 
 
e107 and others. You will need a MySQL database installed to use any of
 
these. Personally, I recommend e107 for it's easy installation and use.
