I use this line in my html file:

<!--#include virtual="whatismyip.cgi"-->

but nothing happens.. what could be wrong?

Files which extension is .html aren't processed by the SSI engine by default. Either rename the file with a .shtml extension (since .shtml is declared by default as associated to SSI) or add html in the SSI associated extensions in the SSI area in the console.
