how can i make or setup a smtp server?

Grab the Mercury/32 mail server at http://www.pmail.com/downloads_maine_t.htm

It has an SMTP server, IMAPI server, POP3 server...

You'll have to configure your port forwarding (ports 25 (SMTP), 110 (POP3), and 143 (IMAP)) to your server.
