Hi there,
I have a few questions for you to make sure that I understand what you are trying to do. You said that you use Visual Studio 2008, right? If so, and you want to use Expression Web version 3 or version 4, then you certainly can. Both expression and Visual Studio can open the same types of files and they have access to the same types of projects. What you need to do is (if you're a dreamspark member, it will be even easier), is download Expression studio and then use it to help design your project. Visual studio is there for coding, and expression is there for designing. If you play both roles, then I'd recommend you have both programs installed. But also keep in mind that they both have coding and design features.
