Is it possible to change file permissions without an FTP Server?

If this question has an obvious answer i apologise, i am a newbie to CGI/PERL!

The more obvious thing to point out is that Windows doesn't support/require the use of CHMOD, if that's the platform you are using Abyss on.

Do you want to change the permissions of a file from a CGI/Perl script code or do you want to set the permissions of a CGI/Perl script?
