Please can you be more clear with your question: What do you mean by "getting a domain" ?

No web server and no CGI script can create a domain. These are unrelated things.
You can only get a domain name from a domain registrar or from a free DNS companie/site such as www.dyndns.org .

if you want a domain as in something.com .net or .anything avaibable you have to register a domain with a domain register service.

A good one is godaddy.com cheapest domain register i know.

once you have a domain you get a dns host and point your nameservers to your IP also known as your abyss webserver then point your domain to your nameservers and it will work like a redirection service.

There is alot about domains I do not know very much about dns since i just got my first domain a day ago but that is how i got my domain to work there is no CGI script that can do this nor is there any script.
