Yes, I first tried the following:

phpinfo();
?>
and that worked fine!
Also, I don't think Windows Vista has anything to do with this bug, because I tried on a PC running Windows ... |

Every time I try to launch phpMyAdmin by typing http://localhost/phpMyAdmin, php-cgi.exe seems to crash and I get the above mentioned error message.
If I debug in VS, I get the following message:
