Do you have a firewall program running? ZoneAlarm or BlackIce maybe? ZoneAlarm can detect when a program has changed, and depending on your settings, may not allow that program access to the internet ...

Awstats works nicely for me on XP pro.

I don't know much about the email part, but check out http://www.no-ip.com. I use them for dynamic dns, and I'm pretty sure they do the email thing your talking about, but I didn't mess with that.
