well Mysql is faster than using a file-database and its more sucure! also its smaller all info that goes into a mysql database is compressed.

Instead of extension_dir = "./" in your php.ini , you may want to change
it to extension_dir = "C:/PHP/" and it should find the extensions faster.

Check the port that the server is on and the servers ip, now in the routers config make it forward all incoming traffic to that port (example port 80) to the ip of your server that should be it.
