I don't know if there's a speed difference between the protocols, but larger file transfers are generally handled better with ftp.

I really can't help you, but I have to ask, is there a special reason why you plan on using postgresql? Because in almost ALL cases, MySQL is a much better choice.

Invision Power Board costs money, and I don't agree that it's better than phpBB either. If I had to purchase a license for a forum it would either be ubbthreads or vbulletin, not IPB.

You can host as many as you want. Just put them in different subdirectories in your htdocs or wwwroot-directory.
