I found the problem :) somewhere in my php.ini I once made a little typo, thats why php.exe in my command prompt gave an error in line 260, so it never even got to the sessions section in php.ini :)

For som reason the server will not allow PHP to write to my disk it seems

It cannot write to my error.log file (I also tried error.txt), I made sure I wrote down the correct filepath in php.ini but ...

my script does the weirdest thing... after following all your tips it actually works..in a way...
i turned ON registering globals, i correctly used POST and tried REQUEST when using POST for the for ...
