Are you using a web authoring program...usually you just highlight the text you want to create a link with whatever button creates the link.
otherwise if you're lookin at the code...you'd write it like this:
<a href="SomePage.htm">The Text That is Hyperlinked</a>
If it's a link to an external site...just but the fully qualified address between the double quotes such as:
<a href="http://www.somepage.com/page.htm">Link Text</a>
