Everyone can, if you give them your current IP address (e.g., 205.201.55.133). However, if you have a "dynamic" IP address (and you quite likely do), you can get around trying to keep up with your ever-changing address by getting your own domain name (e.g., genechan.homeip.net - don't try this one right now... I'm having problems with it.)

It all depends on the Port you are on and what type of address you want for
your website , you should sign up for a free no-ip account and use the port
forwarding that they have on their website , if you have your website on the
default port 80 , just setup a normal A record and use the DUC to update all
of your websites with your new IP when it changes. Have A Nice Day !

Get a no-ip address from no-ip.com

If your public IP address were 205.201.55.133, you would use http://205.201.55.133/

Try psi-rho.com at http://www.psi-rho.com/dsltools/test.php?type=www to see what your public IP address is, and to see if it can "see" your Web server.
