Yes there are licensing issues since it will be "distributed" which is against the licensing terms.
You can however contact aprelium who will give you explicit permission if they feel it is a worthy project that will benefit from such things. I've not heard of any projects being dismissed yet so you are in with every chance of success.

http://www.aprelium.com/abyssws/license/ should give you more details about what is allowed and what is not allowed by the license. Bundling Abyss Web Server with another product is not and requires a special license. Please contact us for more information.
