when someone downloads off me
for example when they download a large file
say bob.jpg
instead of getting its contents
they just appear to get the .jpg file
someone help plz |

Are you saying that the file downloads blank? (I.E. 0 Kb.) _________________

Is it specifically jpegs? Or any file of decent size? _________________

Okay so, you can't get html pages or anything at all?
How about using localhost? This sounds like a problem with your connection or firewall. _________________

html pages r fine
its only when i point a user to a dir to download a file
everything else is fine |

Is this using an outside address or with 127.0.0.1/localhost? Try the second if you haven't. _________________

if someone on outside it doesnt work |

It sounds to me like a firewall or connection problem. It's not something that easy to diagnose. Perhaps you could create a simple diagram of your connection to the internet. (I.E. My server -> My hub -> My second hub -> My router -> My modem -> The intarweb.)
Also, could you give me a url to try and see for myself? _________________
