I'll assume it's for Internet Explorer as you haven't said.
Tools > Internet Options > Connections > LAN Settings
Tick the box for "Bypass proxy server for local address".

Or in firefox,
Tools -> Options -> General -> Connection Settings -> Manual (Assuming the proxy IPs are here) -> No Proxy For.
Youll probably want to enter '127.0.0.1', 'localhost', 10.0.0.1/255' & 192.168.1.1/255'.
