Are you just going to let people download files (no webpages- etc)?

Or if you don't want a ftp server you can use a upload script like this one trustpunk made:

When it comes to uploading and downloading files, using scripts are just a waste of your time. Too many problems arise, and too many people can't/don't know how to work them.

If you want to transfer files, use an FTP (file transfer) server. My recommendations:

BulletProof FTP: www.bpftpserver.com
GuildFTPd: www.guildftpd.com
