You must check with your Internet Service Provider (ISP) for this one. They can give you further information if you are able to have static ip with cable.
Many ISP's today choose not to give their customers static ip's. This is due to several thing... e.g. the administrative cost in their own configuration and the general lack of ip addresses. |

Take a look at services like www.dns2go.com. This is a dynamic ip redirecting service. You run a small program on your server that sends your curent ip to a fixed host then whenver you go to your sub domain name at that host you get redirected to your current ip.
For example:
I have a real domain called www.ltlfrari.com that redirects to ltlfrari.d2g.com that redirects to my server at home (on a cable modem)
The dynamic bit in all that is the ltlfrari.d2g.com part.
