You must install a mail server on your machine. And of course, it must be always connected to the Internet and available.
You must also have a valid DNS name for your machine and you must configure the DNS MX record to point on it.

What we call a DNS name is something like mycompany.com. If you want to run a mail server, you need a DNS name and not sipmly an IP (people cannot send mail to user@62.30.248.145).
You must register a DNS name (buy a .com address) and see the details (the MX record) with your domain registrar.

Some dynamic DNS providers (like http://www.no-ip.com) do support MX records under their controlled domain names... more info on http://www.no-ip.com/faq.php.

8O What ???? Do they really adviced you to set up mail on your web server ? A web server is a WEB SERVER and not a mail server. We can't see the realtion between the two functions !

What you want to do is completely independant from the web server. You need to have a mail server (as we already suggested) and to see how to configure it on your computer. You need also to set up the DNS MX record. These two steps are independant from the web server and has nothing to do with it. So please check with the people from whom you bought your domain for the exact way to do things. This is out of the scope of our support as it is not related to our product.
