Yes, make sure the ip didnt change that would cause problems, try connecting to http://localhost/ (Just click that <) make sure none of the cables have come unpluged.

i disabled the xp firewall, so that should be out of the way. It may be my isp or no-ip but i really think its my router, which now I have to reconfigure. I dont think i had it setup correctly. can so ...

What ISP you are using? Typical ISP do not block anything. Unless you have a MEAN one. Then I suggest find a better ISP. GOOD ISP do not block anything.
