googlebots and xml

I'm not very clever with this subject so please be gentle!

I have 3 websites on my server.
I wrote them with Frontpage.
Its very basic htm files and no scripting languages
Each is in its own folder
web.1
web.2
web.3

I used a google recommended free program to create the sitemap.xml files for each webpage.

web.1 works well and is google registered.
However Google says my network is unreachable for web.2 and 3

So I copied all my files from Web.1 into web.2 and resubmitted the sitemap.xml but it was still unreachable by the googlebot.

Eventually I discovered by trial and error that google can access all my files in any of web.2/3 but it cannot locate the sitemap.xml files.

So I copied the xml from 2/3 into 1 and google immediately found them.
(You can go into google web tools and they have a feature where you can try to access your own websites to see what googlbot sees.

So this says that xml files are only accessible in the first folder in a multi website installation with this server.
I do not imagine that can be correct?
I must have got something wrong.
I have checked all my settings many times and its an identical configuration setup for 1/2/3.

What have I missed?

Just a follow up.

We moved everything to an apache server plus a mailserver and the problems we were having went away.

Maybe search engines (incl google) react differently to abyss?
Abyss does everything I want so I still use it for my local development work.
