A/n FTP server services client applications via the File Transfer Protocol. This protocol was designed primarily for file transfers between two machines on the TCP/IP network layer.
Many modern FTP clients and servers have actually went beyond simple file transfer services. Check out FileZilla at http://filezilla.sourceforge.net/. It's one popular FTP client/server package.
