A static IP address is a number that is assigned to a computer by an ISP to be its permanent address on the Internet. Computers use IP addresses to locate and talk to each other on the Internet, much the same way people use phone numbers to locate and talk to one another on the telephone.

dynamic IP address for the duration of that Internet session or for some other specified amount of time. Once the user disconnects from the Internet, their dynamic IP address goes back into the IP address pool so it can be assigned to another user.

Most users of ISPs are public. They are connected to the internet to surf, send emails, chat etc. As long as they use the same IP address, the user of ISPs don't realize that they don't have a permanent IP address.

Dyanamic IP corresponds to the fact that each time your macine when it connects will be assigned with new different IP.
static IP wont change each time your machine connects to internet.
mostly dial up connections involve dynamic IP. but connections like broadband etc., will have static Ip involved in them .
Sometimes, many sites offer their service by identifying the user on the basis of the IP address of computer from which request comes.. In that case, static ip is gud.. but.. for sites like rapidshare etc etc.. dynamic IP is pretty gud..
