I am the noob of noobs at this and basically have no idea what im doing. I would like to be able to somehow get Perl on my server so that I can run movable type on my server. Any help would be appreciated!

There is no problem with MT. Just follow the instruction in http://www.movabletype.org/docs/mtinstall.html . When you're asked to upload files with FTP, just copy them using Windows Explorer in the web site directory.

yeah i tried following it but got a little lost when they got into databases. Do i need one?

you would probably need mysql if it starts on about data bases check out the tutorials section here at abyss and read the improved mysql tutorial

Do you know whether you want to use SQL database support ?

MT can run without a database as it can store the data in a file (using Perl::DB_File).

If you mean any section of instructions that refer to chmod for changing permissions, ignore them. You don't need to/can't chmod on Windows.
