exe not executing

my client browser correctly loads my server's index.html page
which is a form. On the form there's a button which is associated
with this line...

<FORM NAME="index" ACTION="/cgi-bin/contact.exe" method="post">

Apparently the exe should regurgitate the stuff I input on the form back to me using another html page.

Instead I get...ERROR 405.

Any ideas I created the directory "cgi-bin" in htdocs and also in htdocs' parent directory to cover my bases.

Any ideas where I'm going wrong?

BTW FWIW
the exe is a powerbasic (completely self-contained) exe and
the checkbox "cgi script execute" is ticked

I just needed to put "/*.exe" in the entry "script paths" under scripting parameters. It works now.
