php script not parsed by HTML documents

hello,
I am trying to parse PHP scripts (simple ones ) using an HTML document.

The HTML contents are visible but the php contents are ignored

example:
<HTML>
XXX

<?php
echo "this is good";
?>
</HTML>

Output: I can see the XXX in the browser but hte PHP content is ignored

If you've done that, double-check every step.
