What you need is a Content Management System (CMS). e107 is an example of one of these.

Or Mambo, Joomla, WordPress, etc...I have all three on my Abyss X2 Server so I can experiment with the new versions of each. Abyss seems to handle all of them.

This is entirely dependent on what type of CMS you use. They are all coded differently.
However, I have ported html templates to e107, WordPress, and RunCMS in the past
with minimal ease. Some are harder, like Joomla and *Nuke.

After picking a CMS, it's best to find documentation and tutorials related to its theme creation.

Joomla's a good choice. I use it on 4 of my sites.
Once you get past the slight learning curve you can do practically anything with it.

With Joomla and Mambo, graphics like header banners are located in the template file directory.
