I am new to running .cgi and i, well want to run it. My question is how. I have the stuff running for .php I want to run a proxy site but i need to run a .cgi file

What most people call CGI scripts are actually Perl scripts. So you'll have to install Perl support as explained in http://www.aprelium.com/abyssws/perl.html .
