Uploading files and performance

I am working on a social media website of mine.

1- If a user uploads a photo (5MB) does AWS wait until the upload is finished before processing requests from other users?

2- Assuming the user has a slow internet connection, does that freeze everyone else out while the upload is in process?

I am curious how this works in practice.

Bibo,

No. Connections and requests are processed simultaneously whether for long downloads or long uploads.

Still, if you expect to have a high number of simultaneous users, it is recommended to increase the value of "Maximum Simultaneous Requests" as explained in https://aprelium.com/data/doc/2/abyssws-win-doc-html/servergeneral.html#SERVER-PARAMETERS .
