I am running Abyss Web Server x1 v 2.5. Do I need to create a cgi-bin folder to store script files in?

That is optional. An old tradition is to do that, but these days most people stick their scripts anywhere and have them executable. In some circumstances you might prefer the cgi-bin approach though.
