In a discussion a week ago, I had an idea that I did not test. I did now and it works:

In the admin site of your Abyss-powered server, go to "Server Configuration". Click "MIME Types". If you select the edit button for test/html, you can set the file extensions that are bound to this mime type. But you can also edit the mime type itself. If you set it to "text/html;charset=utf8", all HTML files will be served as utf8-encoded.

Note that your pages are not re-encoded. Your html files must already be utf-8 encoded. But this setting "serves them right".
