The IP address is a reserved one for networks. Only computers that are inside the network should be able to view it, no-one outside the network can.
Go to http://www.aprelium.com/ip/ to find out your IP address. This is what people should be using to connect to your site.
Also, it may be worthwhile to sign up to get a free hostname for your address.
http://no-ip.com and http://www.dyndns.org/ are but 2 of these. With these all you need to do is create an account, and then download their ip updater client, which will update the hostname to your current IP address when it is run.
Hope this helps

2 questions.
Is port 81 forwarded to your computer?
You will have to check the gateway/router to find this out. It it isn't, then you should forward port 81 to your computer (unless you are not using NAT, or it is not needed).
If it is, then is your router, or gateway, using NAT?
If the answer is yes, then you can't (from my experience) use your real IP address on your own computer.
to access your own site, try using http://127.0.0.1:81
For others to use the IP address from the site I gave you, they need to browse to http://youripaddress:81 as this sends them to port 81 (webserver in your case).
If the ip address from the site I sent you still won't work with people outside of the network, then this is probably because it is an IP for your computer assigned by NAT. I did have this problem originally, but the no-ip.com Dynamic Updater Client shows my actual IP address, so i suggest you sign up with http;//no-ip.com to get a hostname assigned to your IP address.
Hope this helps

I have no idea on how to check my gateway/router. I know that this is a universal thing where you cant tell me direct directions for it but im sort of lost on this part.
Then i signed up at www.no-ip.com and i tried getting a hostname that goes to my real ip address yet i cant even access it. Nor could i access the ip address given when i plugged it into the browsing address.

This might be able to help you answering my question:
My ip address given from both no-ip and aprelium are the same yet
on Aol Instant Messanger it says its 100% different and it has 192 in front of it. I read somewhere that that means something not good. |

192.x.x.x is a network IP, I don't know the ins and outs of AOL messenger, so I don't fully know how it works using the network address.
As for your real IP address, the Current IP page on no-ip.com uses the same detection type as Aprelium's. This is why you are getting the same IP address. What you should do is download no-ip's dynamic update clients. Once you've signed up, go to http://www.no-ip.com/downloads.php and download the client. This should tell you your actual IP address, and should update the site with it.
