Er call me stupid but there portal systems not Content management systems.

I recomend a nice simple one called Content Injector http://www.p3mbo.com very easy to install and use a layout you make. or customise the one that comes with it, But you can use a html layout that you make example http://wolframhartla.no-ip.com/site/index.php.

Actually....CMS and Portals are the same thing. CMS is just the actual thing they are and portals are what the typical person calls them since explaining CMS is time-consuming for the average user.
