It looks like your asking how to get a free SSL certificate certified / signed by a CA, this is not possible. You need to buy an SSL certificate from them.

The problem is more likely to do with your available upload speed. It is probably around 256kbps, which is probably why the initial connection takes a long to initialise.

Abyss does not require a cgi-bin to execute any scripts. If the server is properly configured php and exe's can be ran from any location that the server has access to.
