Tables shouldn't make the page load slower, its just more data that needs to be transfered. (like 1kb extra).

Of course a real good CMS/blog IMHO is going to need a scripting langauge (perl/PHP) and a database (MySQL, SQLlite, MSAccess...).

A mail server does not talk to the web server at all.
